For travellers and visitors to Rarotonga, in the vast majority of cases, you’ll need the Prepaid SIM option as it has less red-tape and formalities than postpaid (e.g. credit checks or a permanent Cook Islands address).

Rarotonga’s telecommunications landscape is dominated by one main provider: Vodafone Cook Islands(formerly Bluesky). 

Vodafone Cook Islands is the established, long-standing provider, offering a comprehensive range of mobile services – including 2G, 3G, and 4G LTE.  They have the most extensive coverage across Rarotonga and the outer islands.



Though because there is only one phone network provider in the Cook Islands, you will see higher prices than what you are probably used to.

However, read on.  Because there is a second option – getting a Cook Islands e-SIM. 

Where to Get Your SIM Card

A Cook Islands SIM Card can be purchased from any Vodafone office in the Cook Islands.

Specifically, you can find Vodafone outlets at the Rarotonga International Airport (Arrivals), the CITC Avarua Shopping Centre, and at Vodafone Cook Islands in Parekura. 

Locations:

• Rarotonga International Airport: Vodafone has a store in the arrivals area, which is open for all international flights. 
• CITC Avarua Shopping Centre: This Vodafone outlet is located in Avarua, the main town. 
• Vodafone Head Office: The main office is located in Parekura, Avarua. 

Vodafone also has outlets on most of the inhabited Pa Enua (outer Cook Islands).

Purchasing a Cook Islands SIM Card 

The outlets that most visitors will use are:

• Rarotonga International Airport: This is often the first and most convenient stop. Vodafone has an outlet right inside the arrivals hall. You can purchase a Cook Islands SIM Card and have it activated before you even leave the airport. Staff are on hand to assist with setup.



• Vodafone Cook Islands Retail Store (Avarua): If you miss the airport kiosk or prefer to shop later, Vodafone has a main retail store in Avarua (the capital). This offers full services, including Cook Islands SIM card sales, top-ups, and customer support. 

The main Vodafone store in Parekura, Avarua is open Monday to Friday 8:00am – 4:00pm. 

The Purchase Process – Getting a Cook Islands SIM Card

Getting your Cook Islands SIM card in Rarotonga is a straightforward process:

1. Bring Your Passport: You’ll typically need to present your passport for identification purposes when purchasing a new SIM card. This is standard procedure.
2. Choose Your Plan: Tell the sales assistant how long you’ll be staying and roughly how much data you anticipate using. They will guide you to the best pre-paid tourist bundles or daily/weekly plans. These plans usually include a data allowance, plus some local calls and texts.
3. Activation: The staff at the airport or retail stores will usually activate the SIM card for you on the spot, ensuring it’s working before you leave. They might even help you install the provider’s app for easier top-ups and usage monitoring.
4. Cost: You can pay with cash or card at the Vodafone outlets to purchase a Cook Islands SIM Card. 

Plans and Pricing: What to Expect

Vodafone Cook Islands has two Travel SIMs to choose from which comes bundled with a set amount of TXTs, calling minutes and mobile data.

While specific offers do change, here’s a general idea:

15-Day Travel SIM 

• $49 NZD
• 10 GB Data 
• 30 Minutes
• 300 TXTs
• Lasts 15 Days 

28-Day Travel SIM 

• $69 NZD
• 20 GB Data 
• 60 Minutes
• 600 TXTs
• Lasts 28 Days 

You can use your calling minutes to book local tours or stay in touch with friends and family in selected countries including New Zealand and Australia. If you run out of data, you can add more with our 1GB data bundle for $10.

• Tip: Download the ‘My Vodafone Cook Islands’ app to add data bundles and monitor your balances and usage for TXTs, calls and data.

Always ask for the current tourist deals upon arrival.  If you run out of data, minutes and/or texts with your Vodafone Cook Islands SIM Card, you need to either buy a new Travel SIM to access the same bundle or pay the standard rates listed below.

Standard Rates with Vodafone Cook Islands 

Over and above the included package, on the Vodafone Travel SIM, the standard rates are:

• 99c per MB
• 20c per TXT
• 20c per Minute

Activate Your Cook Islands SIM Card 

To activate your Travel SIM or eSIM – first, you need to be in the Cook Islands connected to the Vodafone Cook Islands network. Then send a TXT to 888 with the message as 3T to activate your Vodafone Travel SIM or eSIM.

Topping Up Your SIM

Should you run out of data or validity, topping up is easy:

• Vouchers: Available at most supermarkets, convenience stores, and petrol stations. You simply buy a voucher and dial a code to load the credit.
• Online/App Top-Up: The Vodafone online portal and mobile app makes it easy to top up using a credit card. This is often the most convenient method if you have an internet connection.



In Rarotonga, you can also buy WIFI vouchers online when you’re at a Vodafone Hotspot on the island. 

Plans – Cook Islands SIM Card 

If you are staying longer in Rarotonga or moving to the Cook Islands – which, spoiler alert; is amazing – there are options for prepay plans with Vodafone. 

You may find better value in purchasing a standard Vodafone Cook Islands SIM card and choosing one of the other prepay bundles:

• $19 NZD Bundle: 1 GB data, 500 texts and 30 minutes
• $29 NZD Bundle: 2 GB data, 750 texts and 60 minutes

These bundles are valid for 28 days. 

If you then need more data, texts and/or minutes, these are available as ‘Add-Ons’ through the My Vodafone app.  

Plus Vodafone Cook Islands also offers casual prepay data bundles that ‘stack’ on top of existing bundles you have purchased with them.  These are called PROMO and BOOST TopUps. 

There are also better-value data deals available on the My Vodafone app for data bundles that can be used between 12:00am and 7:00am called ‘Midnite Data Deals’.

They all have different names as new offers come out!

Living in Rarotonga – Cook Islands SIM Card 

Names aside, in reality living here in Rarotonga, each month we purchase a prepay plan and some data.  

We buy a prepay plan with Vodafone that costs $19 NZD per month – called the PREPAY PLAN19.  Then we buy a $50 PROMO 50GB BOOST19 to use with the Prepay Plan19.

Can you use an e-SIM in the Cook Islands instead?

Yes. Vodafone Cook Islands also offers an eSIM option for those with compatible phones.

An eSIM for Rarotonga and the Cook Islands is undoubtedly more convenient than a physical SIM. But it is more expensive than a physical Cook Islands SIM Card.

Physical SIM Card vs. eSIM for the Cook Islands? 

Getting an eSIM is rapidly becoming the most convenient way to stay connected, bypassing the need for a physical Cook Islands SIM card. 

The main advantage of an eSIM for the Cook Islands is that they don’t need you to register in person with your passport.  An eSIM can be bought and installed before you arrive in Rarotonga (they activate when first connected to a local network).  So, for a lot of travellers, this offers peace of mind, especially in the first few days.

If your phone only has one sim slot, another plus point is that you can keep your home SIM active, allowing you to receive one-time passcodes from all the websites and apps back home that you need to log into. You could swap sims around if needed. But it’s quite the hassle.

Make sure your phone is unlocked and eSIM compatible.

Vodafone eSIM – Cook Islands SIM Card in Rarotonga

Vodafone Cook Islands offers an eSIM option allowing you to activate a local plan digitally before you even land.

There are two prepaid Vodafone eSIM packages:

• NZ$49 for 10 GB, 30 mins, 300 TXTs (15 days validity) 
• NZ$69 for 20 GB, 60 mins, 600 TXTs (28 days validity)

The process is simple: purchase an eSIM plan online from Vodafone. Receive a QR code and scan it with your eSIM-compatible phone. Within minutes, you’ll have data, calls, and texts available. (Albeit at a costly rate). 

But this means no fiddling with tiny cards. No searching for kiosks upon arrival, and seamless connectivity from the moment you step off the plane into Rarotonga’s tropical embrace. It’s the ultimate hassle-free solution for modern travel!

The best and easiest way to check your data usage while in the Cook Islands is to download the My Vodafone app. The app displays your usage and remaining balance clearly.

Tips – Getting a Cook Islands SIM Card in Rarotonga 

Finally, here are some quick tips to make the most of your Cook Islands SIM card:

• Unlock Your Phone: Ensure your mobile phone is ‘unlocked’ from your home network before you arrive. If it’s locked, a local SIM won’t work.
